ARTICLE 11 of the General Regulations of the IHO - Meeting of the Finance Committee:

  • a. Between Conferences, the Finance Committee may meet in extraordinary session on the request of at least three Governments or of the Directing Committee. The Directing Committee shall consult the Finance Committee by correspondence concerning the 5-yearly and annual budgets and on transfers of credit between budget chapters in accordance with provisions laid down in Articles 8 and 10 of the Financial Regulations and on all other important financial or administrative questions.
  • b. Dates of meetings of the Finance Committee shall be fixed by its Chairman in arrangement with the Directing Committee.
  • c. The Chairman of the Finance Committee shall be elected at the first plenary session of the Conference. He shall be assisted by a Vice-Chairman elected at the same time. In the event of the Chairman's resignation, or if circumstances prevent him from fulfilling the duties of his office, the Vice-Chairman shall automatically replace him. A new Vice-Chairman should then be elected by Member Governments by correspondence, and this should also apply in the event of the resignation of the Vice-Chairman.
  • d. The duties of the Chairman and the Vice-Chairman shall normally continue for the five years between Conferences.
 ARTICLE 11 du REGLEMENT GENERAL DE L'OHI - COMMISSION DES FINANCES:

  • a. Dans l'intervalle entre deux sessions de la Conférence, la Commission des finances peut se réunir en session extraordinaire à la demande de trois gouvernements au moins, ou du Comité de direction. Le Comité de direction peut consulter la Commission des finances par correspondance en ce qui concerne les budgets quinquennaux et annuels et les transferts de crédits entre chapitres du budget, conformément aux dispositions des articles 8 et 10 du Règlement financier, ainsi que pour toute autre importante question financière ou administrative.
  • b. Les dates de réunion de la Commission des finances sont fixées par son Président en accord avec le Comité de direction.
  • c. Le Président de la Commission des finances est élu par la Conférence pendant la première séance plénière. Il est assisté d'un Vice-président élu dans les mêmes conditions. En cas de démission ou d'empêchement, il est remplacé de plein droit par le Vice-président. Un nouveau Vice-président est alors élu par les gouvernements membres par correspondance. La même procédure est suivie en cas de démission du Vice-président.
  • d. En principe, le Président et le Vice-président restent en fonction pendant l'intervalle de 5 années entre deux Conférences.
