2. Capacity Building Assessment
2.1. Technical Visits
Technical visits or studies by professional representatives are a useful prerequisite before putting any Capacity Building programme in place for a developing country or region. Visits should assess the current situation regarding hydrographic surveying, nautical charting and maritime safety information (MSI) and the likely future requirements. This information can then be used to develop a suitable capacity building solution.

2.2 Model of Creation Decree
A model of creation decree of a National Hydrographic Committee is given below, intended for countries wishing to establish a structure for the development of hydrography :
